In 1996, as a student, Pavle Bojkovski imagined that the law would be easier to understand as hypertext. He published the first free public collection of Dutch statutes online not long after — work that, in Vermande v. Bojkovski (1998), established the principle that Dutch legal texts should be freely accessible. The online sources have grown since; the interfaces for them haven’t kept pace.
Annotated is the publishing venture of Abacus Legal that follows from that work. Finally, 30 years later, it’s possible to build the legal tools envisaged as a student — now delivered with the benefit of three decades’ experience.
Annotated brings each regulation into context: current statute text together with its drafting history and forthcoming amendments; the official guidance, the national implementing law of European rules, the supervisory-authority decisions, and the court judgments that interpret it.
The audience is the practitioner doing the work, every day, who needs the bundling rather than the pieces.

Pavle Bojkovski is a jurist based in Amsterdam. He specialises in IT law, GDPR / data protection, the EU AI Act, NIS2, DORA, DSA, and cloud / XaaS contracting. He has been thinking about how the law should be read since 1996.
